About

Bill represents the USPTO in patent, IP, and related litigation.  He has appeared as lead or co-counsel on over 200 appeals and handled a wide array of district court suits which have encompassed issues spanning specific patent, trademark, and copyright questions to issues of jurisdiction, procedure, and admin law - as well as cases focused in specialized areas (e.g., reexamination, reissue, AIA IPR/PGR/CBM, PTA/PTE, ethics, etc).  Bill also periodically works with the SG’s Office, DOJ's Civil Appellate, and other Executive Branch components to assist with the briefing of IP issues before the Supreme Court.  As a Special Assistant US Attorney with the DC US Attorneys Office (Civil) Bill defends the agency in Section 145 patent trials and he has also served on rotation with the USAO's Criminal Division where he was lead prosecutor on numerous criminal bench trials. Beyond litigation, Bill advises the agency on domestic and int'l IP matters, rulemaking, and policy.  Previously, Bill was in private practice where he handled IP litigation, prosecution, and counseling, and he also served several years as a patent examiner.  Bill has a technical background is in mechanical & electrical engineering and he worked in the aircraft industry as an experimental flight test/design engineer where he was licensed as a PE.  TEACHING: Adjunct Professor of Law, Georgetown University Law Center, Washington DC (2014-2021); Guest Lecturer in Patent Law, UW Law School-CASRIP Institute, Seattle WA (2008-present).
