Stacy grew up in Rawlins, Wyoming and graduated from Rawlins High School. She attended the University of Wyoming and graduated with honors in just three years with a B.S. degree in political science, sociology, and administration of justice.Stacy attended the University of Wyoming, College of Law. Stacy entered law school with a desire to practice family law. In law school, she worked for the University of Wyoming Legal Services Clinic representing adults and children in various domestic relations matters.
