Gary C. Byler was born and raised in Virginia Beach and graduated from Bayside High School. He went on to earn an undergraduate degree in Business / Accounting from Georgetown University and served as one of John Warner's first legislative aides in the United States Senate.He earned a Juris Doctor from the University of Virginia School of Law in 1982.Following graduation, Gary C. Byler went to work for President Ronald Reagan in the White House.
