Penni A. Frank is a Senior Associate Attorney at Webber Law Firm, LLC. She telecommutes from her home in Charlottesville, VA, where her husband is a graduate student. Penni graduated from Bethel University (St. Paul, MN) with a Bachelor's degree in Anthropology and earned her law degree at Hamline University School of Law (St. Paul, MN). She is licensed to practice law by the Supreme Court of Minnesota and because immigration law is federal law, she is permitted to represent clients throughout the United States and worldwide on U.S. immigration law matters. In fact, many of Penni’s clients live and work outside the United States. While at Bethel, Penni spent a semester studying abroad in the Middle East, and while in law school, she spent a summer studying in Galway, Ireland. While in law school, Penni gained experience in immigration law at a small St. Paul immigration law firm (Guyton Law Office) and a large downtown Minneapolis law firm (Fredrikson & Byron). Penni also volunteered for Centro Legal and Minnesota Advocates for Human Rights. Prior to joining Webber Law Firm, Penni served as a Judicial Law Clerk to the Honorable Richard A. Zimmerman of the 9th Judicial District in Brainerd, Minnesota. At Webber Law Firm, Penni handles many of the firm’s family-based immigration law matters, including K-1 fiancé visa petitions, I-130 petitions for spouses and other relatives, and N-400 naturalization applications. She also has extensive experience with R-1 and I-360/EB-4 religious worker cases. Penni’s clients include individuals and couples, local churches and congregations, small religious groups, as well as large national denominations and major interdenominational mission organizations. Throughout her career Penni has represented dozens of individuals in consular processing immigrant visa cases as well as INA Section 319(b) N-400 naturalization cases, using special provisions of the U.S. immigration law which provide for ‘fast track’ U.S. citizenship processing for certain qualified individuals, including spouses of U.S. citizen missionaries serving outside the United States. Penni also has experience with I-131 re-entry permit applications and related strategies to retain U.S. permanent resident status. Penni has published an article on 319(b) naturalization, which appears in a national publication on immigration law options for religious workers. Penni is a member of the American Immigration Lawyers Association (AILA).

My husband and I hired Penni after already having gone through one immigration process alone. We then filed for his green card and later expedited citizenship with her. My husband was just sworn in as a U.S. citizen and we are so relieved! Throughout all three processes we found that everyone thought they were experts and wanted to give us advice. Even when we called the U.S. Consulate and USCIS different operators gave us different answers! Our first process without Penni was so frustrating when we thought it would take 5 months but took 13 and then were charged even more than the initial filing fee! Hiring Penni then for our other two processes really gave us peace of mind. She was very knowledgeable about our case and didn't give us unrealistic expectations as far as time or fees go. One time I even called her while my husband was being detained and she reassured me that he had nothing to worry about and that it was just possible that he had a very common name. Working with her was so reassuring because she really is an expert! She was very caring and we felt confident with her and what she told us to expect rather than wondering if we had done things correctly on our own and trying to sort through all of the advice given from others who thought they knew about immigration issues. By the way, we did consult with two other lawyers from different firms and Penni was by far the most realistic! We are so thankful to have hired Penni in the midst of our complicated immigration situation. Who would've known marrying a foreigner could be so difficult! But if he's the right person, it's all worth it! But get help from Penni and it will make things easier on you!

She knew exactly what documents we would need, and what we would be asked for at immigration. She responded quickly to our questions. Also, I like those clear and to the point people who makes things easy to understand even to such profane people like me who do not have a clue about the intricacies of today’s immigration laws. I can only recommend her to all those who need this kind of services and who wants results.
