About
Michele has over 40 years of experience as an attorney in the Washington metropolitan area. She works very closely with her clients, and is known for her personal service. She generally is available to her clients after regular business hours and on weekends as necessary. Michele focuses her practice on adoptions, estate planning and the preparation of personal planning documents, including Wills, Powers of Attorney, and Living Wills, probate, surrogacy, and assisted reproductive technology. Michele has successfully represented clients in over one thousand adoptions in Maryland and the District of Columbia, including second-parent and joint adoptions, readoptions after a foreign adoption, step-parent adoptions, foster care adoptions, direct placements, and agency adoptions. She has worked with thousands of clients to establish estate plans, including drafting Wills and other personal planning documents. She has also negotiated property and custody agreements for separating couples. Michele now has a family mediation practice to assist couples in resolving their disputes without going to Court. Based on her work in adoption matters, Michele was elected a Fellow of the American Academy of Adoption Attorneys in the spring of 2005. She was also elected to the American Academy of Assisted Reproductive Attorneys for her work on surrogacy and other assisted reproduction issues. Because of her extensive contacts, Michele can provide clients with appropriate referrals for any legal matter. Michele has been a pioneer in creating legal protections for LGBT headed families and families headed by unmarried opposite sex couples. She was one of the founders in 1982 of the first "maybe baby" group for lesbians in the Washington metropolitan area. She was also a founder of the National LGBT Bar Association in 1987. She has been representing LGBT families in second-parent and joint adoptions since these adoptions were established in Maryland and the District of Columbia in 1994 and has been in the forefront nationally and locally in developing legal protections for LGBT and other families outside of the mainstream. Michele is particularly sensitive to these issues as she has a now adult daughter from a same-sex relationship. For many years Michele taught as an adjunct professor for the Women's Studies Program at the George Washington University and the Washington College of Law at American University. American University named her Outstanding Adjunct Professor in 1999. Michele has won many awards from LGBT organizations for her longstanding service to the LGBT community, including being the recipient of Capital Pride's Director's Award for Family, Woman's Monthly Community Service Award, Whitman-Walker Lesbian Services Program Community Service Award, Wanda's Warrior's Award, Community Pioneers Award, and the Gertrude Stein Democratic Club Jerome Heilman Community Service Award. Michele received the William J. Brennan Award from the District of Columbia Bar in 2019 for her lifetime of work with LGBT and other families. Michele was also one of the first co-chairs of the Gay and Lesbian Subcommittee of the D.C. Bar, the precursor to GAYLAW. She served on the District of Columbia Federal Judicial Nominating Commission for more than 8 years by appointment of Congresswoman Eleanor Holmes Norton. Michele served on the Adoption Rules Committee for the Superior Court of the District of Columbia and worked with Equality Maryland on a review of the Maryland Constitution and Code for discrimination against same-sex couples. She volunteers regularly with the Whitman-Walker Clinic. She is also a selected member of the National Family Law Advisory Council for the National Center for Lesbian Rights. For many years Michele has given presentations on adoption, estate, and same-sex family issues to all kinds of audiences, both national and local, including Unitarian Universalist Churches, Metropolitan Community Churches, Wanda's Will Project, "Maybe Baby" classes, Gay Family Foundation, the Passages Conference, National Gay and Lesbian Lawyers Association, the District of Columbia Bar, the D.C. Center, Whitman-Walker Clinic, and others. She has also written extensively on LGBT family law, sexual orientation and the law, and AIDS and the law. Prior to building her own law practice, Michele worked for Georgia Legal Services in Statesboro, Georgia; Legal Aid in Baltimore, Maryland; as a law clerk to Judge Gladys Kessler when she was on the bench of the Superior Court of the District of Columbia; a small law firm in the District of Columbia, and the American Bar Association as Director of the AIDS Coordination Project. Michele was also a partner in the firm of Dolkart and Zavos. She established the Zavos Juncker Law Group PLLC in 2012, then became a partner in Delaney McKinney LLP in 2019. She restablished her solo practice in May, 2020.She is an active member of the Bars of the District of Columbia and Maryland, and received her J.D. degree from the Columbus School of Law at the Catholic University of America in Washington, D.C. in 1979, and her B.A. from the University of Wisconsin-Madison, in 1974.

I had placed the ashes of my former partner in a memorial bench here in Indianapolis. However, nine years later I decided I should move much closer to family in Kansas City as I am getting older. Consequently, I wanted to retrieve those ashes to take with me. My partner and I had been together for 32 years, but since this was at a time when same-sex marriage was not yet legal, I was told by the Indiana Dept. of Health I did not have the right to have those ashes back as I was viewed as not being his next of kin. Michele was pragmatic about my situation, giving me sage advice on what to do to change the minds of the powers-that-be in the health department. I sent over my partner's will, his durable power of attorney, and his medical power of attorney which ultimately changed the health department's decision. I am so glad I had Attorney Zavos' backing through this emotional experience as she was the encouragement that got me what I all along thought was my due. Thanks to Michele Zavos, a most compassionate professional!
Michele represented us on a complicated adoption process. She was the ultimate professional, both in terms of her legal expertise and client service. She was able to successfully guide us through the process and was an amazing advocate in an area where the law was not clear. Adoption is an emotional experience and she helped us deal with the stress and emotions with a steady hand. She also helped us obtain medical attention and insurance coverage before the adoption was complete. We would recommend Michele to anyone needing a family law attorney.
Michele and her team helped us with everything regarding our second-parent adoption, and then some. We really enjoyed our communication with them and everything was very easy. We are so very grateful for having them as we navigated through all of this, especially as we were traveling and moving. We could not have asked for a better lawyer.
I hired Michele Zavos to prepare all my end of life legal documents, including a will. Her firm offered excellent professional service, and offered me the help and guidance that I needed. I highly recommend Michele Zavos.
Ms. Zavos represented me during the adoption process. I really appreciated her "no-nonsense approach" to address all the sensitive and sticky details. With one single 1-hr initial meeting she clarified the entire adoption process... after that, it was just a matter of lay back and follow the initial action plan. Also, Ms. Zavos' staff was outstanding at every single step of this journey. Gracias.
Michele Zavos was recommended to me 15 years ago as an attorney who could assist me in drawing up my first will...which she did. I enjoyed working with her and appreciated both her expertise and her sense of humor. She had a way of explaining various issues that was very easy for me to understand. Then, when my father died in 2006, she agreed to assist me in my role as my father's executrix to settle his estate. She went above and beyond in providing advice and help in preparing and expediting the processing of all those documents that needed to be filed. I met with Michele again in 2019 to revise my will. Again, she was efficient and helpful in providing advice where needed. Her sense of humor fortunately remains! She has my highest recommendation for an attorney who is both excellent at what she does and a pleasure to deal with.
Michelle and her team walked my husband and I through the process of adoption and were wonderful to us through the whole process. We couldn’t be happier with our happy ending!
My wife and I worked with Michele and her team to protect our growing family. Michele patiently and thoroughly guided us through both the estate planning and second parent adoption processes. She was responsive to our many questions and reassuring to us as we navigated these new areas of life. Thanks to Michele's good work, we have peace of mind that, even in uncertain times like these, we are as protected as we can be. I wholeheartedly recommend her.
We used Michelle Zavos and her firm to help us obtain a second parent adoption in DC and to put my husband on the birth certificate in Ohio. While DC is very progressive and the adoption was easily accomplished, we really relied on Zavos' expertise in navigating the system in Ohio where the law is not clear on placing a gay couple on a child's birth certificate. Zavos and her team made it happen for us and we are very grateful.
Congresswoman Eleanor Holmes Norton could not have put it in better terms when she characterized Atty. Michele Zavos's law firm as an "Angel in Adoption." Because that's what Zavos Juncker Law Group has been for my family. My new family, that is. Last summer my family consisted only of myself and my then 3-year old female Chihuahua terrier Queenie, but we were expecting to expand. As I had just been licensed by DC's Child and Family Services Agency as a traditional foster/adoptive parent, Queenie and I were waiting for a sibling pair from the DC foster care system to join our household. Then came an unexpected plea from my family in the Philippines. They told me that a second cousin of mine, a 15-year old boy born in Guam but brought to and abandoned in the Philippines by her parents when he was barely two years old, had tried to commit suicide by drinking lye. Since the time of abandonment by his biological parents, the boy had been bounced around between different placement families through the years. Apparently, he had been left alone by his most recent placement family, without food or money, for more than two weeks in May 2016. The boy then presumably reached a point of desperation, a point too much for his young mind to take, that he decided to end it all. Fortunately, his suicide attempt was unsuccessful. However, the poison he drank so damaged his digestive system that nothing can pass through his esophagus, not even his own saliva. A surgeon had to insert a feeding tube below his stomach so that pureed food can be manually delivered to his body. With no access to quality health care, he immediately faced imminent death. After hearing this boy's story, I decided to adopt him instead. I read portions of the DC Code pertinent to adoptions, and found a possible relief via an interlocutory adoption decree. In early August 2016, acting pro se, I filed a petition with the DC Superior to adopt the boy, requesting for an immediate hearing for entry of an interlocutory decree of adoption so that I can go to the Philippines, apply for a U.S. passport on behalf of the boy, repatriate him to the United States, and save his life. The judge quickly denied my request. In an Order containing a hardly ambiguous language, the judge told me to, well, hire a lawyer. And so I did. After reading Avvo reviews of adoption lawyers, I had no doubt that Atty. Zavos was the one. I will skip the details of the story, but the long and short of it is that with Atty. Zavos's help, the judge eventually issued the Interlocutory decree of adoption, I was able to repatriate the boy to the United States, put him under my insurance, and give him a new chance at life. He and I are now just days away from finalizing our adoption case. Although the boy, my son, is still on a feeding tube, and it will take a while before the surgery that will hopefully restore his ability to eat and drink by mouth can be performed, there is no doubt in my mind that he will recover fully from it all. And everything is because of Atty. Zavos and her law firm. So, like I said in the beginning of this review, I concur with Congresswoman Holmes that Zavos Juncker Law Group is an Angel in Adoption.

I had placed the ashes of my former partner in a memorial bench here in Indianapolis. However, nine years later I decided I should move much closer to family in Kansas City as I am getting older. Consequently, I wanted to retrieve those ashes to take with me.
