Mr. Starkey is the past Chair of Durham Jones & Pinegar's Real Estate & Banking Sections. His practice focuses on real estate, development and litigation. His litigation experience ranges from representation of Japanese clients in a federal intellectual property lawsuit involving trade secret, Lanham Act, and related intellectual property issues to representation of local municipalities in state and federal courts. He has argued in front of appellate courts in both Utah and Nevada.He currently acts as city attorney for the fastest growing municipality in the consistently fastest growing county in Utah (also one of the fastest growing counties in the nation for many years). That representation has involved issues ranging from intellectual property issues to electrical power ownership to all categories of real estate development and zoning matters. Governmental representation has included litigation in both state and federal courts, involving land use, eminent domain, development, employment and constitutional claims.Mr. Starkey has represented one of Fortune magazine’s 400 wealthiest individuals and her related significant land holdings and business entities in Utah for the past fifteen years. He has consistently represented some of the largest landowners in Southern Utah for all legal areas of importance, ranging from zoning and entitlements to master project development (including planned development formation, documentation and operation for residential, gated, commercial and industrial parcels).
