Mr. Shipman has been an Assistant States Attorney for the State of Connecticut and has served as Councilman, Board of Education Member and Corporation Counsel for the Town of Newington.  He is a past Chairman of the Greater Hartford Transit District and past Vice Chairman of the Commission on Medicolegal Investigations of the State of Connecticut.  He has served on the Special Commission to Investigate Interstate Banking created by the State Legislature and in the Office of Health Care Access.  Mr. Shipman has served as Special Counsel to the Department of Transportation of the State of Connecticut in matters involving the Interstate Compact concerning the operation of the Metro North Rail line and to investigate irregularities in paving contracts. He also served as Special Counsel to the Comptroller of the State of Connecticut in matters related to the acquisition of Blue Cross & Blue Shield of Connecticut, Inc by Anthem Insurance Company, Inc.  Mr. Shipman has served as Special Counsel to the Metropolitan District Commission and to the cities of Bridgeport, Stamford, Newington and West Hartford; and the Borough of Litchfield in various complex litigation matters and has advised Municipal Agencies on matters involving regulation, benefits and insurance.  Mr. Shipman has served as an expert witness in numerous matters concerning legal ethics, standard of care and responsibilities in the area of corporate, partnership and real estate transactions, corporate and real estate related litigation and in the area of commercial workouts.  He also serves as an Arbitrator and Mediator and has served as a Special Master in the U.S. District Court for Connecticut Mr. Shipman was designated by creditor banks of Colonial Realty and thereafter approved by the bankruptcy Court to oversee the operations of the company and its affiliated entities until a Trustee could be appointed.
