We had a particularly hard case, and Kevin was definitely the right lawyer for us! We were up against an army of real estate and insurance lawyers. Kevin helped us navigate through the legal terminology and processes. He offered sound advice, but also listened to and validated our ideas. Mr. Harker was our HOA attorney and I was his pro se opposition. His case was dismissed in Superior Court of Washington (Clark County) District 7 under CR12 (b)(6), CR8 (a)(2) and judicial estoppel for inconsistent position. During the lawsuit Mr. Harker suffered from lack of ethical behavior and on March 26, 2021 I filed CR11 sanctions and was awarded fees to be paid by Mr. Harker not the client. I would recommend not to employ his services. Brian
Hired Kevin (Community Association Law) to resolve an easement and obtain development permits. He appeared interested and knowledgeable at first, and then the delays started. First it was a three week vacation- which he failed to disclose upon asking if he could start right away. Upon return, little happened as he was busy. I was then told by his legal admin I would have to pay city of Portland to start development (this was not what we needed to start out with, nor was it correct.). 3 months later he got some easement copies from the city (which I realized I could have done). Next steps to file letters to utilities and neighbors never materialized after another few months, many emails, delays, illness, etc. Kevin also doesn't bother spitting out his chewing tobacco when he meets with you. DONT WASTE YOUR TIME OR MONEY (I spent $1700) and have little to show.
Unresponsive to e-mails, Did not disclose all fees when asked, Did not make requested changes on documents when requested. Did not complete work in a manner to be able to adhere to deadlines, yet billed for unfinished work that we were unable to use in court. Despite winning in our hearing, the judge did not award all the legal fees, only what she felt was "reasonable", leaving us, the prevailing party out over $1000. This gave me the impression that his fees are excessive. I feel Mr Harker wanted to create more business for himself, not put our best interests first.
