About

I received my undergraduate degree in Mathematics from Immaculate Heart College in Los Angeles.  I also received my JD degree and LL.M. (taxation) from Loyola Law School.  I am a Certified Elder Law Attorney and a Certified Estate Planning, Trust and Probate Specialist, which has been highlighted in the 2010 Southern California Super Lawyers publication. I am the immediate past-President of the National Academy of Elder Law Attorneys, a national organization of about 4,300 lawyers practicing in the field of elder law.  I am the author of several chapters for California Continuing Education of the Bar, including chapters on compensation for guardians of the person, administration of special needs trusts, probate family allowances and homesteads.  I am also a 2007 Spirit of CEB recipient.I am an adjunct professor at Loyola Law School, teaching Elder Law.I have two sons, both of whom are Eagle Scouts.

From a personal referral in 2009, my mother and I consulted with Elder Attorney, Ruth Phelps. My mother was in her late eighties and worried about the expense of long term nursing care for her husband, my father. Immediately upon our initial consultation, Mrs. Phelps compassionately and patiently took care of all my mother’s concerns.
