Mr. Ramstad quite often uses others' work product, and also cites outdated and obsolete case law. He represents many small rural municipalities, but he also represents the larger municipality in the area of Detroit Lakes. He often interjects biased opinions that represent a cleqr conflict of interest when the smaller municipalities are competing for state capital investment funding and private grants. He does not note his conflict of interest for the record. When it comes to submitting compliance reports to the full extent to state and federal regulatory agnecies he often recommends leaving out any vital details that would highlight a need for improvement or mistakes that could be of potential harm to the public, when the law requires otherwise and it would be better for the municipality to correct and learn from mistakes, as it would build a greater trust with the public it serves.
