Arnold F. Arnold has served as the President of the Garrett County Bar Association in the years of 2006 and 2007 and President Elect for the year of 2005. He is a member of the American Bar Association, the Maryland State Bar Association and the West Virginia Bar Association.Born September 23, 1963 in Prince Georges County, Maryland, Arnold spent his childhood in Wheaton, Maryland. He moved to Harper’s Ferry, West Virginia during his adolescence. Upon graduation from Jefferson County High School, Arnold attended West Virginia University, in Morgantown, West Virginia where he completed his Bachelor’s Degree in Business management in four years.After graduating from West Virginia University, Arnold worked for and managed several whitewater rafting outfitters giving him a unique perspective by interacting with clients from all over the world. Arnold spent two winters working for a rafting company in Queenstown, New Zealand, which further diversified his experiences. Arnold later managed a company named Whitewater Classic located at Deep Creek Lake in Garrett County, Maryland and found a beautiful unspoiled area that he would later call his permanent residence.Arnold attended West Virginia University, without any financial help from his family. He financed his education by working during the year and summer and with educational loans. In 1994 he graduated from West Virginia University College of Law and the same year he passed the Maryland Bar Exam in his first attempt. The following year, Arnold passed the West Virginia Bar exam on his first attempt.Arnold lives near Deep Creek Lake, Maryland with his wife and children. He enjoys spending considerable time with his family and coaches his youngest daughter in soccer. He is extremely active in sports. In the winter you can often find him on the local ski slopes and in his kayak or wave runners, or on the golf course, rain or shine, in the summer. He believes that a balanced lifestyle helps give him the energy and open mind needed to tackle his clients’ largest legal problems.

Arnie is a very professional and personable lawyer and is more than fair. He takes the time to put actual effort into your case and works extremely proficiently. I had an out of state legal matter over 10yrs old (including warrants) that needed resolution, so needless to say I was terrfied. Not only was communication clear and fees fair, but thanks to Mr. Phillips council, the ruling turned out better than I could've imagined. He even assisted with paying the fine in person, due to living out of state. If you are in need of an understanding and excellent lawyer, Arnold Phillips is the one for the job.
I hired Arnold Phillips to defend me in a misdemeanor case. He and his paralegal staff were very supportive and responsive. He's a good strategist and has helpful relationships that he was able to tap into. Ultimately my case was dismissed and now he's helping me expunge it from my record. I had a court case in the small city of Cumberland, MD, from when I lived there and had moved to Texas. During that time, I missed a hearing and the mail didn’t transfer and a warrant was issued. Upon realizing this I went through the normal emotions of scared, upset, angry at myself and the system but mainly myself. I realized I was in a bad spot and needed someone who wasn’t just a “good ol boy” back in their club in Cumberland like 99.9% of their attorneys back there who hang out with the states prosecutors and judges, and take the easy route. After all, this was my life and my future at stake here. I CANNOT express to you how many “free consultations” I took advantage of from attorneys in Cumberland, all the way to Frederick, Baltimore, DC, etc. even those that said they “specialized in criminal, warrant, and probation, etc”. After calling no less than (no exaggeration here) 25-30 attorneys, I was ready to accept defeat and hire an attorney and face the music as this is what they all told me that I was guilty and the best they could do was argue my sentencing down as minimal as possible. I hopped on here and found Arnold Phillips out of Garrett County, MD. I decided it couldn’t hurt to make one last call, and this was the best call I’ve ever made in my life. Mr. Phillips was asking me questions during this consultation NO one else did, and suggested a path that wasn’t the least resistance but that would actually benefit me. There were lawyers that wouldn’t even return my calls that I almost hired numerous times who I guess just shrugged me off. NOT Phillips. When I tell you this man answered me day and night within minutes, I’m not kidding you. He probably got sick of me. And every time I lost confidence, he was there telling WE had this, not I. I really felt like it was both of us in this situation and I knew him for years (never met him previously as I lived in Texas). He had me get documents to support what I was saying and read them and even had me take out parts (told me he was paying a lot of attention). Finally, came the hearing. The states attorney wanted blood, as I was an out of towner and not part of their club. Phillips always remained calm and collected and reassured me, keep focusing on what I’ve done right. I’ve unfortunately had to hire 2 other lawyers in my lifetime. I’ve yet to see ANY attorney argue and present facts and data and be so well prepared and argumentative on someone’s behalf as he did for me. Even before my trial. I watched 7 other attorneys help their clients, and none of them went like mine did and I was facing significantly more consequences than these other ones. Mr. Phillips not ONLY got me out of what seemed like imminent incarceration, without a shadow of a doubt, but I got ABSOLUTELY NOTHING. No fines, no probation extension, no community service, no jail time, no NOTHING. Not only did he erase my probation, they CLOSED IT that day. That wasn’t even an option according to EVERY single attorney I’ve ever talked to. He knows every single prosecutor, and judge, in this area, but he doesn’t use that to make a quick buck and get in and out of court, he used those relationships to MY advantage. No one in my family or friends could have expected this and I firmly believe had I hired anyone else, this would not have been the outcome, not even close. I owe the rest of my life forever grateful for having Phillips on my side. His retainer and fees were not only reasonable and fair and average, but what he did for me from the time I hired him until the hearing, (about 3-4 months), was worth at the very least thousands upon thousands of dollars if there’s even a price you could put on it. If you need any help, please for your own future, stop looking and call Mr. Phillips, and tell him you saw this review and the guy from Texas sent you! Let him send you home free!! After talked with Arnold, I immediately felt comfortable and willing to give the case to Mr. Arnold. Mr. Arnold is very patient, experienced and knowledgeable.
